The first thing that you need to know is yes, it actually is a bicycle that can be used and pedalled as normal. In fact, it's lighter than most - without the battery it weighs only 26.2lbs, which is about the same as a lightweight high-end mountain bike.Even with with the battery it weighs 35.6lbs which is about the same as a fairly standard equipped city bike. But in this case, you are shipping a motor and a battery also, hence: "the world's lightest production electric bike."
Although it is not strictly a folder, it is a collapsible - breaking down fairly simply and quickly, so it can be stowed away into a car boot, a cupboard, or into it's sci-fi like travel case. If you were unfortunate enough to have a puncture then you can have a "Pitstop" - monostays make wheel removal very easy - they simply clip off and on.
